The octagonal building stands slightly back from the road behind a short gravel approach and a pair of modest stone lantern posts. To the west lies [[Bindings and Whispers]], while the harbor road continues eastward toward the docks.

The building itself is distinctive among the structures of Eastguard. City Hall is built as a broad octagon with thick stone walls and two stacked roof levels clad in green clay tiles. The first floor forms the wider base of the structure, while the second floor sits recessed within the center of the roofline, creating a tiered appearance when viewed from the street.

Each roof slopes inward toward a central point where wooden rafters converge beneath a decorative capstone. The layered roof and eight-sided footprint make the building visible from several streets at once, giving the impression that the town’s administration watches quietly from the center of things.

The main entrance faces Scholarly Way. A short set of stone steps leads up to a heavy wooden door reinforced with iron bands. Small lanterns hang from the entry posts, usually lit after sunset for travelers who arrive with late paperwork or harbor concerns.

Inside, the first floor contains a central records chamber surrounded by small offices and counters where clerks handle the everyday workings of the town. Shelves of scroll tubes and bound ledgers line the walls. The smell of paper, ink, and sealing wax hangs in the air.

A wooden staircase near the rear wall leads to the second floor, where quieter offices and meeting rooms are kept for matters that require privacy.
